You can call to let them know, but you don't really switch a claim to another state. You made income in CA and paid into unemployment here, so your claim should be CA for the year. If your claim expires, then you can probably apply in Texas... otherwise if you are in the middle of a claim you need to finish it out.

I will also let you know that a lot of people who changed their mailing address do not experience problems. But people who do change their residential address to be out of state causes a lot of issues and pending -- probably because it flags the account for some reason since it's out of state.
