If you worked in multiple states, you need to file your application via fax.
Here is a document straight from EDD about multi-state employment.
If you don't have a fax machine then you can use an app like iFax to send in your application. The thing is, there has not been a lot of success with people who have had to fax their application. From a member, she called in and they said they were not getting to the faxed applications and allowed her to apply over the phone. EDD has your work history (this is w2 specifically) through your social security. So even though you worked in another state, your information should be in their system and you can apply over the phone. She was also able to backdate it to the day she filed and was unemployed.
